Sorry for the inconvenience the problem caused for you.
Based on your description, OneNote doesn't sync notebooks on your device and you can't change the section name.
You can first try to create a new notebook, then copy the sections over to the new notebook to see if the same problem happens.
Please first backup the notes that have not been synced up to OneNote Online(like copying contents to Word/notepad). Then you may try closing the notebook, quit OneNote and then open the notebooks from the cloud location in OneNote , see if you still get the same issue. To do this, follow the steps below:
1. Right-click all the notebooks in OneNote, click Close This Notebook. Repeat the steps to close all the notebooks.
2. Sign out from your application and quit the application.
3. Sign in and open the notebook in OneNote online and click Open in Desktop App.
4. Now it will launch your OneNote application and it will ask you to sign in.

- Are you using OneNote for Windows 10 or OneNote (formerly called “OneNote 2016”)? And what's the version?
