RDS Windows Server 2016 does not auto pop up file explorer when saving files

Hi all
our user is connect to our SAPB1 Client software using RDS Web App Services.
However recently certain user report about unable export report from RDS SAPB1,
after troubleshot I found out is actually no remote file explorer pop up for user to save the PDF files after the report is exported.
We are using Windows Server 2016.
Anyone experienced this problem before & able provide some advice?
Summary : The SAPB1 in RDS should call out File Explorer in RDS for saving the files, but File Explorer in RDS is not popping up to user laptop.
2 or 3 users that facing the issues is all using Win10 Pro.
