Actionable Email Developer Dashboard Unreachable

Hi,

I'm trying to access the Actionable Email Developer Dashboard - https://outlook.office.com/connectors/oam/publish referred to by this article - https://docs.microsoft.com/en-us/outlook/actionable-messages/email-dev-dashboard however I'm continually getting the error - "Something went wrong while authenticating. Either your session is expired or third party cookies disabled in browser."

I've tried changing third party cookie settings, private / incognito mode, different browsers etc, and immediately get that response every time. Is anyone else experiencing this issue?

    Some browser extensions or plugins such as ad blockers and tracking blockers may interfere with cookies. Try changing your extension settings and allowing first-party cookies. If the issue persists, consider temporarily disabling extensions and re-enabling them after successfully logging in.
