Create extension to Azure Devops to run when new item is created

I am evealuating Azure DevOps and wanted to know a little more about extensions
In particular I need to run some code when a new Item is added or updated.
The idea is to run some commands on our Perforce Server

Has anyone doe anything like this
Is it possible?
