We are looking at your situation. Please check the situation in the after the following steps.
- Please open outlook in safe mode
Right-click the Start button, and click Run.
Type Outlook.exe /safe, and click OK.
2. Check the situation after running a repair
Right-click the Start button (lower-left corner), and select Apps and Features on the pop-up menu.
Select the Microsoft Office product you want to repair, and select Modify.

3. Check the situation after creating a new profile
In Outlook, select File > Account Settings > Manage Profiles
Choose Show Profiles > Add.
In the Profile Name box, type a name for the profile, and then choose OK.
If there any steps that you cannot perform, please let me know.
Adding to that, if the steps don't change anything, please let me know the followings:
- Which account type is the affected account : Exchange, POP, IMAP?
- Are you able to access it from the web https://outlook.office.com
- What is your current outlook version
In outlook > File > Office account Product information, please share the full screenshot of the page, and please do hide your email address.
