As I understand, when you press Tab key in Excel, it jumps 2 cells not 1 cell.
As a workaround, could you try using arrow key to go to the right cell?
Besides, regarding "Return key doesn't land you I the right spot every time", if this is convenient for you, we can change the function of Return key to make it go right after we press it.
To achieve this, in Excel, go to Excel menu>Preferences>Edit, under Edit Options section, check After pressing Return, and select Right in the drop down list.

Does tab key work properly in other Office applications?
Does the problem happen to all files or only specific file? You can create a new spreadsheet to check this.
What changes did you make before the problem happens? For example, change settings on Mac, update Mac OS etc.
Does Tab key work properly when you press it on Keyboard Viewer? You can Click the Input Menu and select Show Keyboard Viewer to show it.
