From the Microsoft 365 and Office category you posted, we know your question is " Add a new question to an already responded form survey" . Please feel free to correct me if my understanding is wrong. I know that sometimes troubleshooting can take a while and the fact that the problem has not been resolved can be frustrating.
From my testing, I can add/edit/remove options to a question that used to get a response in the form. The previous response still stands. However, the newly edited options cannot be synchronized to the responded form temporarily.
Make sure you are in the Microsoft Forms Design page first. You can check the page URL, if you are in the response page you cannot edit the form.
If the form has already been responded to, the survey needs to be shared again in an updated state.
According to the official instructions , if you are in a work or school organization, you can use Onedrive to update the form in real time,
- If you've created a form in OneDrive and selected Open in Excel , the Excel workbook is automatically stored in OneDrive for work or school and includes a live data connection to the form. Any new response data in the form will be reflected in the workbook.
- If you've created a form in Excel for the web and selected Open in Excel , the Excel workbook is automatically stored in OneDrive for Work or School and includes a live data connection to the form. Any new response data in the form will be reflected in the workbook.
