I can't add users to my Project Server - no connection

Question

I can't add users to my Project Server - no connection (as i think) to ActiveDirectory. And i can't add users to project as a Rescourses - have same erorr.
When in Site Settings - Users and Groups - Add users window i try to type user name Project tells me that it cant connect to the server.

But User Profiles Service works great and no problems - i can find all users.

In event viwer i see some erorrs -1) about expired certificate
2) This erorr - Event id -6398
The Execute method of job definition Microsoft.Office.Server.UserProfiles.LMTRepopulationJob (ID 9fc8500d-ca9f-484a-9f0d-1303ae8ad299) threw an exception. More information is included below.

Unexpected exception in FeedCacheService.IsRepopulationNeeded: Connection to the server terminated,check if the cache host(s) is running .

Please, tell me how to fix.
