Conditional formatting for duplicate values returns unique values, too

I am trying to review duplicate values for a series of 10-digit numbers. When I use conditional formatting for duplicate values, several unique values are also being highlighted. Why are unique values being highlighted? How can I highlight only duplicates?

Thank you for your replies.

Turns out it was user error.

I was using a filter on my data and some of the highlighted "unique" values had duplicates that were hidden by my filters.

When I copied the filtered returns on another sheet, the highlighted unique values were no longer highlighted.

    You will have to supply your formula/data to get a CF answer.
