Excel program: "There is a problem sending command to the program"

Sudden occurrence after I did a "force shutdown" I can open Excel spreadsheets directly, but when they are contained in a folder I get the above message when I try to open them.

I also get "Owner locked? message occasionally/. How do I unlock?

    Thank you for writing to the Microsoft Answer Community Forum, I am Shakiru, an independent advisor and a user like you, and I am glad to be helping you out today.

    I'm sorry to know you are experiencing this kind of issue.

    However, you may need to do the following:

    1. Click Start Windows >Click Control Panel, then search for Credential Manager and open it. Click Windows Credential > Generic Credentials, and then delete any item related to your Office account.

    2 Go to file explorer locate: C:\Users\User_Name\AppData\Roaming\Microsoft\Excel (replace the user name with your user name, you can directly reach here by copying and pasting the following without quotes in Explorer address bar - "%appdata%\Microsoft\Excel") and see if it contains few files/folders. Move those files to some other location (i.e create a backup of those files/folders and delete all files/folders from here). Hence, make the Excel folder blank.

    Now open the file and see if the problem disappears or not.

    1. Reinstall the Microsoft office

    This is Microsoft Office 2007 On Windows 7.

    Would reinstalling 2007 Excell help? Would a re-install affect existing worksheets
