Enabled External Email Forwarding

I'm trying to enable external email forwarding, but I'm getting conflicting error messages.

I've followed the directions to open the anti-spam: https://docs.helpscout.com/article/1424-enable-external-forwarding-in-microsoft-365

That gives me the error “The command your tried to run isn’t currently allowed in your organization. To run this command you first need to run the command Enable-OrganizationCustomization”

So, I connected to Exchange Online:

Then I ran the Enable-OrganizationCustomization command and recieved this error:

Enable-OrganizationCustomization: This operation is not required. Organization is already enabled for customization.

I'm not sure where to go from here. Any suggestions would be wonderful.

    Good day ,

    Thanks for posting in Microsoft Community.

    I understand that you having technical difficulties on enable External Email Forwarding on your O365 tenant. Before moving forward, I went through the mentioned link and steps , I would like to know do you have any issue to enable External Email Forwarding via SCC https://protection.office.com/antispam [ Security and compliance portal instead of PowerShell ? ]

    Please check the status Via Get-OrganizationConfig | fl IsDehydrated

    Please NOTE : Kindly wait for the propagation an hour -24hr is required for replication to take effect. After, you should attempt to enable external forwarding via the admin portal or PowerShell - Set-HostedOutboundSpamFilterPolicy -Identity Default -AutoForwardingMode On

    NOTE : For your security and privacy , kindly don't mention any email address / password or other confidential information.

    IsDehydrated : False
