With regards to your above query on your MS Dev Program. This issue could occur due to some temporary issues with the verification services. After you click on the option to send a verification code to your phone, you would be presented with a box to enter the code and an option below the box to resend the code. I would suggest you try resending the code.
Please, try the below instruction for you to be able to receive the code again.
- Sign in to your Advanced security options page using your Microsoft Account.
- Select Add a new way to sign in or verify then choose how you would like to receive security codes.
- We'll send a security code to confirm.
