Sharepoint Hero Webpart Error

When I try to edit the Hero web part, it wont give me all the layout options and I get this error:

"To see layout options, try making your window size larger or your screen resolution higher. If you're using this web part in a 1/3 column, move the web part to a 2/3 or full-width column."

I am in full-width mode and I've used Sharepoint for years without this issue. Once I go out of edit mode the hero webpart looks ok, but I can't edit them so it's useless. the only thing I can think of is that I am also getting a really wide bar of blank space at the bottom of the screen when I go into edit mode so maybe it's not detecting screen size? I'm on the highest resolution and full display. I've also tried in Chrome and Edge with the same issue, and tried using an larger external monitor - still no luck.

Any advice to try?

Dear DrEve,

Thank you for posting in Microsoft Community.

I understand that you have an issue on Hero Webpart that you cannot see all the layout options. Kindly edit the page and add new sections using One column, then add the Hero Webpart and edit the webpart. This is expected behavior as the Hero webpart need a wide column section to place the webpart.
