Microsoft Forms - Some Users don't have Forms enabled by default with the license

All users have a E3 License however, in the Apps sections Forms isn't enabled for quite a few people. I am having to manually turn it on when a user requests access. I'd prefer to just enable it for all users.

I've followed this: Turn off or turn on Microsoft Forms - Microsoft Forms Admin | Microsoft Learn but it hasn't helped.

    Greetings! Thank you for posting in Microsoft forum.

    I believe you have also checked the setting in Microsoft Azure to ensure Microsoft Forms is enabled.

    Note*: SharePoint services must also be enabled so people in your organization can access Microsoft Forms.*

    If all the settings are enabled and it still doesn’t enable Microsoft Forms services for entire tenants, I would suggest you please contact Microsoft support. We would really like to help, but we don’t have an escalation channel to escalate this request, nor do we have permission to check your account.

    Once you reach the assisted support for the request, they’ll help you find the root cause, they can even involve related resources, if required.  To create support ticket admin can go to Microsoft 365 Admin center>Support>New service request. You may also refer to Get support - Microsoft 365 admin | Microsoft Learn
