Please try the following steps to see if the scroll bar can work well.
- Try to update your Access to the latest version then to check the behavior. Some users have fixed the problem of scroll bar by updating.
- Use Online repair tool to check the result, for your reference: Repair an Office application (microsoft.com)
- Use safe mode to check if other start ups caused this problem,
- Press the Windows logo key + R.
- Type msconfigin theOpenbox and then select OK.
- Select theBoottab.
- Under Boot options,clear theSafe bootcheckbox.
