How-to allow Clipboard redirection outbound only

Question

I have been searching for a solution to a request I have been given. The desire is to not allow Clipboard redirection inbound. That's easy. The challenge is this, the request is that while not allowing clipboard redirection inbound ; allow clipboard redirection outbound only.

What would the best way to do that be? Searching only brings up the thousand's of documents instructing how to flat out disallow clipboard redirection by enabling the GPO which I honestly feel is the best policy.

Any help you can provide would be greatly appreciated.
