    Yes

If the PDF is located on the internet, the simply insert the hyperlink to the file.

    .

If the PDF is a file located on your system, create a hyperlink with the full path to the file, Insert tab Links group > Hyperlink command. Paste the full path to the file in the "address" area > ie

Thanks for the response, but when I do this, the file opens in the default browser (chrome). I searched for settings in Chrome that might be responsible but couldn't find anything suggesting a Chrome setting is responsible for this.

Right, the malware called chrome <sarcasm> .

I've run in to this problem too, Edge opening PDF's instead of my preferred viewer app. There was a second, hidden, setting that was redirecting files to Edge. Sorry, I've lost those instructions. Hopefully you won't need them.

    .

In File Explorer, find your PDF #1 > right click on it > Select Properties > General Tab if it does not say Adobe, click on the "Change ..." button #2, then select Adobe from the list or click on "More Apps ..." hyperlink #3 to find Adobe on your computer.

Note the even here ms features (that malware known as) Edge for PDFs ...

This article describes another way https://support.freedomscientific.com/support/technicalsupport/bulletin/1689

Or you can go to Start menu > Default Apps > Choose Default Apps by File type > find PDF

    .

If .pdf does not say adobe acrobat, click on the the app to the right and find adodbe to add there in the "Choose an app dialog

Notice how for PDF, MS recommends (that malware) Edge.

Thanks for the very detailed post! However, my problem isn't when opening the PDF from Windows Explorer. Those are correctly associated and work just fine. This only happens I try to open a PDF from a link in a PowerPoint slideshow.

There is a setting in PowerPoint to open Office files in their respective apps (File\Options\Advanced\Link Handling.

I think you used to be able to change the app used to open other file types, but if it's hidden somewhere, I can't find it.

Again, thanks for taking the time to respond. Yours are excellent instructions for creating what used to be called PIFs!

I found a similar setting in PPT 2013; File menu > Options command > General option > Start Up Options section:

    Image

When I clicked on default programs, it displayed the informational message to go to Settings > Default apps ... button, but clicking it did not launch Settings... <sigh>.

Apparently the Advanced option > Link Handling section came in after 2013 because I don't find it in my installation.

BUT note that option only applies to "Office Desktop apps", not other file types / apps.
