Moving Target Chart

Dearest Wizards,

A11-A60 has U.S. State names but is not 'always' complete. I have used the UNIQUE function to keep them all toward the top of the column.

B11-B60 has graphable data for each of those states.

I want to be able to make a clean looking chart chart that shows just results from the states that I have data for i.e. without gaps.

How do I do this?
