I am an administrator
Site Collection Administration ->top level site settings ->rss both "Allow RSS feeds in this site collection" and "Allow RSS feeds in this site are checked"
Site Settings -> rss "Allow RSS feeds in this site" is also checked.
Under SharePoint admin center/settings/ under custom script both are allowed.
Allow users to run custom script on personal sites.
Allow users to run custom script on self-service created sites.
Still no rss web part available.

It takes a while for this setting to be applied, and it may take up to 24 hours for it to disappear and take effect. Please wait patiently for a while, if you still cannot see the RSS Web Part, please try switching a browser to view the results.
At the same time, I also tested with us, please wait patiently for our deployment to complete, and we will share the results with you as soon as possible.
