According to your description, the error message appears when you are trying to get data in Power Bi from Access database.
From the third screenshot you provided, you have 2 Office products installed. Microsoft Office Professional Plus 2016 shows unlicensed message.
For troubleshooting, you may try to firstly uninstall Office Professional Plus 2016 from your computer, you may refer to Uninstall Office from a PC (microsoft.com)
then check whether the remained Office Professional Plus 2019 is 32 bit or 64 bit, then try to install the same bit of Access Database Engine and see if you can install it.
