Forms - unable to replace text

I am working with Forms now and noticed that I am unable to put in new text or copy and paste text into a new question. One of the reasons I have encountered before is the word limit. In this case, that is not the reason as I deleted some text to put in new, and it still doesn’t allow me to type in or paste new text. I have run into the same issue before which was resolved by creating a new question and pasting all the text into it; now even this doesn’t work.

How can I resolve this? Thanks for any tips. This certainly looks like a glitch in the program. Thanks.
