Microsoft outlook.com incorrectly blocking IP address from OTHER email hosting providers? A Microsoft problem?

It appears that Microsoft is blocking email from multiple OTHER email hosting services? Is this a Microsoft bug, problem, mis0configutation, etc?

    I'm Diane, a Microsoft 365 Apps & Services MVP and I'll try to help you today.

    When Microsoft blocks IP addresses, it's usually because they got too much spam from the address range and the IP addresses are on a blocked list. They use a commercial block list and IP ranges are usually only blocked for a few days to a month, provided they don't receive more spam from the ip addresses.

    It could be a mis-configuration of the sending server - if they don't have proper SPF and DKIM records.

    Or Microsoft is being overly aggressive.
