Excel 2016 - Data Validation Formula Based on a Selection in Another Data Validation Drop Down List

I need help with creating a formula in a custom data validation for the cells in column Z whose result is dependent on the choice made in list data validation cells in column W. Column W's dropdown list is based on table 1. I want column Z to go to table 2 and in table 2's column B locate the text selected in column W's cells and return in the cell for column Z what has been entered into the table 2's column C and corresponds to table 2's column B.

I tried this formula and it gives me an error.

=VLOOKUP(W12,'table_2'!$B$2:$C$10,2)

Any assistance would be greatly appreciated.
