Publisher Security Issue

I have an Excel file that is linked to a Publisher File. Both files are in the same folder on my C drive. I have used these files for a year with an issue.

Now when I open the Publisher file, I get this notice.

Choosing Enable does not activate the link

I used to get a message that asked if I wanted to update the links to my Publisher file. Now I don't even get to that question. The Excel file is listed as a Trusted document.

How do I recover these links?

    Welcome to Microsoft Community and appreciate your time taken for sharing detailed information. I understand that you want to know why Microsoft Office has identified a potential security concern and how to recover the link.

    To solve your problem, you can add the .pub file as a trusted document as well, or list the publisher of the file as a trusted publisher. Then see if the problem recurs. Active content (macros, ActiveX controls, data connections, and so on) opens without the Message Bar warning after you mark the file as trusted. For a trusted document, there is no prompt when you open the file, even if new active content was added, or changes are made to the existing active content. However, the prompt does appear if the file was moved since you last trusted the file.

    Not all files can be listed as trusted documents. As for which documents do not meet the criteria, and other things to be aware of, check out: Trusted documents (microsoft.com)
