Attack Simulation Training not e-mailing all users

I have created an attack simulation. I indicated that it should target all users. When the simulation ran, it did not e-mail all of my users. I don't understand why. So to make sure I as covered, I clicked the button below the simulation coverage card to launch simulation for non-simulated users. In the second simulation I created, it only e-mailed one employee. How is the decision being made to exclude targeted users from the e-mails? How do I ensure all intended targets are included?

    The suggestion you provided is not helpful. I ran a message trace and nothing came back. I opened a ticket 6/8 and 6/23 about this issue and microsoft support still has no resolution other than, "We're discussing". I have no clue what the discussion is and I have no idea how to resolve the issue. I'm constantly sitting at 35% of my users receiving an automated simulation phishing email and the number never gets above 35%.

    I understand that you have a concern regarding Attack Simulation Training not e-mailing all users.

    For now I may not have root cause why targeted users are excluded from emails but you could help by running a message trace for the second simulation and also specify the one employee who received it.
