Please check the following article, see if follow the same steps to insert PDF as object:

I understand you are getting the error; may I know if you inserting PDF as an icon into the spreadsheet or selecting the check box to show the content (screenshot below for reference)?
Please try the following steps, see if this works:
- Go to Insert Tab > Object> Create New.
- Select Package, a Create Package box will open, click Browse to select the PDF and follow the process.
If the error remains, try repairing Office apps from Control Panel, see if this makes any difference:
- Click the Start button > Control Panel. From Category view, under Programs, select Uninstall a program.
- Click Microsoft 365 to repair, and then click Change and select Online Repair.
Please try Online repair. Quick repair only detects and then replaces corrupted files, and an Online repair option will do a complete repair; it will take a few extra minutes to repair Office applications.
If the issue persists, please provide the following information:
- Please provide the screenshot of Microsoft 365 Product Information. To get this screenshot, open Word or Excel on your system, click File>Account, capture the screenshot of all the information mentioned under Product Information.
- Does this happen when inserting specific PDF files?
- Please try inserting other files such as Word, see if you get the error. this is to check if the error is specific to PDFs or other files also have the issue.
