1.Regarding to this error message, do you remember where the issue notebook was created in? Some other users who encountered with the same error is because the notebook was created in OneNote 2010. 2.If issue persists or the notebook is created in OneNote 2016, May I know what is the current version of OneNote app? In Windows, it's in File>Account. In Mac, it's in OneNote>About OneNote.

3.If the same issue will happen when you create a new notebook and new sections in there?

At meantime, I suggest you can go to OneNote for the web to open this notebook, then try to create a new section from OneNote for the web and see whether you can add this section successfully. This can ensure whether the problem is related to the notebook itself or the local OneNote application.
