Try to delete the phone number and just re-add it?
MFA unable to change default MFA option
Hi Microsoft,
There have some our colleague cannot change the default MFA security on they are Microsoft 365 account.
We already configure the MFA setting for personal phone number , emails and also Microsoft Authenticator Apps.
But after completed the configuration user still unable to change the default for security phase on MFA.
Below the picture for references :

Good day to you and thanks you for your post in Microsoft Community.
Regarding your query, for one of the affected user check with delete sign-in method first from his/her account and then contact your Microsoft365 Admin and ask admin to reenable MFA for that user account from Microsoft365 Admin center. At the time of reenable MFA settings, select “Require selected users to provide contact method again” (as per below screenshot) option and then check. After reenable MFA, asked the affected user to login his account with clear browser’s cache or use InPrivate browser mode and check.

Good day to you. For this, you can remain few verification methods as it is.
For re-enable MFA, we suggest you to try with Microsoft365 admin center via go to Active users > select one of the affected user > go to Manage Multifactor authentication and then disable it and after few times enable it again. And select “Require selected users to provide contact method again” and check.
