I understand you are trying to make the excel app on your Ipad to allow you log in without error.
Please do the following:
- Sign into your Microsoft Account on the Ipad if you are not already sign in, or sign out and re-sign in
- Try Signing in to the Microsoft Excel on the Ipad again
- You may try Uninstall and reinstall the excel file if the issue not resolves
