Windows 10 Excel 365 and unable to get the Chart Format -> Shape Outline -> Sketched to work. Greyed out (disabled)

Using the latest version of Windows 10 Excel 365 and unable to get the Chart Format -> Shape Outline -> Sketched to work. It is greyed out. This problem is also being reported by a few other colleagues. Here are some shots of what we are seeing in Excel (Office 365 - Enterprise - E) and the desired outcome.

Thanks in advance for all insite as to what could be going amiss here.

    Hi Jim Rice 42,

    It's also not working in my side.
    As a workaround, we can add two oval sharp with sketched outline on the chart.

    Here is the steps:
    1.Insert a pie chart with data.
    2.Insert 2 ovals with press "Shift" to get 2 circles.
    The big one with no shape Fill and the small one with "white" shape Fill.
    3.move Them on the chart and group the three.
