We went through your post carefully and do understand the issue that error appears to prevent working normally. Currently, we have a Service Incident for some tenants that users may be experiencing errors when opening files stored in OneDrive or SharePoint in either Office Online or the Office client. And now our related product team has been investigated on it and we will update here if it gets resolved widely.
Hence, to confirm if it affects your tenant, kindly let the admin to check it from Service Health tab in Admin Center. See: How to check Microsoft 365 service health - Microsoft 365 Enterprise | Microsoft Docs
If there shows no related service incident in your organization, here are some general troubleshooting steps to narrow down the issue and investigate it further.
1.If it happens on many users side when they try to open this file in browsers? This helps to confirm the issue is not related to a specific local environment.
2.If the issue persists on only specific users side, have a try to change a browser or network or device to check the result.
