According to your description, seems when you enabled MFA for a specific account then you will receive this error message. Regarding this point, may I carefully confirm with you that does this issue only occurring with this particular account? Is there any other accounts experiencing this issue? If this issue only occurs on specific user then we kindly suggest you report this issue to our dedicated backend team by raising a support team via refer Contact Microsoft Office Support, please use the global administrator account go to Microsoft 365 admin center to create New service request. Our dedicated backend team may available to resolve this issue for this specific user.
