According to your description, I have tested on my side, and I can reproduce the same situation. Also, I have checked the existing service incidents and found no related service incidents have been reported. Based on the situation, please contact your admin/IT department to raise a support ticket to report this situation via Microsoft 365 Admin Center> Support> New service request. That support team there will have the correct channel to help you investigate more and find what exact reason has caused this situation.
