According to description you are facing an issue with Hyper-V, and when you try to create a support ticket in Admin Center you do not have a button to do it.
For better understanding can you please confirm if you create a ticket by these steps:
Select Support > New service request > type the issue description and click Contact Support > fill the required fields and select Contact me?
Please share a screenshot to show this issue.
