Good day! Thank you for posting in Microsoft Community. We are happy to help you.

If the option “Always keep on this device” is missing for the files in your OneDrive folder, we may suggest you try the following steps to resolve this:

  1. Log out and log back into OneDrive. Tap on the OneDrive icon in the notification area, click on Help & Settings > Quit OneDrive. Open OneDrive again.
  2. Turn on Files On-Demand. lick on the OneDrive icon in the Windows taskbar, hit Help & Settings to select Settings. Go to the Settingstab and check the box below File On-Demand. And press OK.
  3. Try to Reset OneDriveand check the result.
  4. You may also unlink your account and remove OneDrive from your computer by following the steps from this article Turn off, disable, or uninstall OneDrive (microsoft.com) And re-install OneDrive downloading a package from this link

    Sometimes I have to work offline. If I want to open the files under OneDrive in File Explorer, it doesn't work because it's not saved locally and I don't have an internet connection. Normally I could right click and select the option "always keep on this device". But it doesn't show up at all.

    Can be hundres of reasons (including policies that don't allow to keep). Without more info no one can help you...
    What is with the other options in context menu (Share, Online, Free Space)?
