Text moving while scrolling

Hello,

I use my Wacom Drawing Tablet for making notes in OneNote. When I scroll down, my text doesn't stay where it was written. When I scroll, the written text automatically scrolls with it. I can no longer award the text. The only way to get rid of it is to open a new window. But when I do this, the written text (which scrolls along) also goes away. This is very annoying, as it causes a lot of notes to be lost. How can I solve this?

Thank you
