    According to your description, this non delivery report might related to your email sever being listed in black list, then we kindly suggest you contact recipient to contact their admin and refer Fix email delivery issues for error code 550 5.7.1 in Exchange Online | Microsoft Docs to ensure you are not in the restriction list and also check whether you are in IP block list, if so, they need to remove it.

    In addition, if you are Microsoft 365 business/education subscription owner, please contact the admin in your organization and check your DNS record set up properly by referringAdd DNS records to connect your domain - Microsoft 365 admin | Microsoft Docs.
