If user can't use phone to verification (two-factor authentication). generally, they can use alternative method e.g. User can use new phone number to the right location and install and use the Microsoft Authenticator app on your mobile device in order to generate random security codes for sign-in.
For your scenario, here below are alternative method if organization turn ON 2-step verification of users.
1.Turn on two-factor verification for your trusted devices by following the steps in the Turn on two-factor verification prompts on a trusted device section of the Manage your two-factor verification method settings article.
- Let your organization Office 365 admin, temporary turned off two-step verification via go Microsoft 365 admin center -> Users -> Active users
