Using mail merge to print labels, need 3 of same nomenclature before moving on to next...doesn't work

I'm printing library book labels. One label for the spine of the book, and two for the check-out cards. I'm using labels from "here." I have my books in an Excel spreadsheet, I've got the labels set up to merge...as you can see from my example, I want 3 spots filled for the first book, then move onto the next label group with the 2nd record and so on. The first 2 labels of the 1st record merge, but then it jumps to the next record for the 3rd label.

You can see in the 1st photo how I've got the labels set up (with formatting). I want the 1st record to print 3 times, then start with the 2nd record onto the next 3 labels and so on.

My merged results show the problem: the 2nd record prints where the 1st record should print. It's as though the merge directions skip to the next record and puts next record data into the 3rd label spot.

I'd appreciate any tips/advice, etc for fixing this mess. I've got a lot of records to merge into the labels so I can get the books catalogued (I work in a military-based library).

    Assuming that you want three of labels such as the following, with the 959.704 in both of the right hand cells

    delete the «Next Record» fields from each location in which it appears EXCEPT for the third, sixth, ninth, etc Whether that works out exactly, with depend on the number of labels there are on a sheet.

    An alternative maybe to set the type of mail merge main document to a Directory type and set it up with two newspaper style columns, with three instances of the label in first column as shown below

    I have it figured out!!! I'll have to treat the 2 types of labels independently. I ended up running the merge without the spine (sideways) filled in. Merged to a new document where I was able to complete the project!!
