    Since the Manage Access option doesn't show on your side, to narrow down the scope of the issue, could you please provide more information for me?

    1. Please provide a screenshot of your problem for me.
    2. Does the problem happen on all the folders/libraries/SharePoint sites?
    3. Do your colleagues have the same problem?

    Thank you for your reply.

    In my case, the "Manage Access" option is not available after Select the folder > click the three vertical dots (⋮).

    To check the permission for a folder in SharePoint Online, you can follow these steps:

    Select the folder > click the three vertical dots (⋮) > click Manage access:

    If you set unique permission for the folder, then you could scroll down and click Advanced:
