Error when Access Database opens: "Requested type library or wizard is not a vba project"

Is anyone experiencing the following error when a compiled database opens to display a form with VBA code in the On Open Event?

The Expression On Open you entered as the event property setting produced the following error: Requested type library or wizard is not a vba project.

The form code is uncorrupted, all VBA references are present and uncorrupted. No change to the compiled DB was made.

This started on 7/12/22. It is currently working without issue on version: 2206 Build 153320.20230 and Version 2206 Build 16.0.15330.20216
Error is seen when using version: 2206 Build 15330.20246

A few have reorted this. The Access team has been informed. There is a lot of discussion and workaqrounds in this thread: KB5002121 breaks MS Access runtime applications - Microsoft Community
