Not sure if you resolved your issue, but you might try the following - it worked for me.
- Remove your link between Samsung Cloud and Microsoft OneDrive
- Turn off your WiFi
- Re-establish the link between Samsung Cloud and Microsoft OneDrive
- Open Gallery App
- Select Settings, in Gallery App
- Change Sync Using Setting to: Wi-Fi or mobile data
- Select Sync
