Generally, you can by the following steps to activate the solver add-in:
- Open Excel. go to File > Options
- Click Add-Ins, and then in the Manage box, select Excel Add-ins>click Go
- In the Add-Ins available box, select the Solver Add-in check box, and then click OK.
- After you load the Solver Add-in, the Solver command is available in the Analysis group on the Data tab.
If you can't find teh Solver option in Data tab after you check the box of Solver to enable it, try to use online repair tool to check teh result, for your reference: Repair an Office application (microsoft.com)
Make sure your Excel have updated to the latest version, sometimes, the update will also affect the use of office app, for teh update version, refer to Update history for Microsoft 365 Apps (listed by date) - Office release notes | Microsoft Docs

- Can you tell us your Excel product information? Go to File>Account then gives us a screenshot.
- Give us a screenshot that remains on the section for inactive add-ins
