Azure host DNS records not propegating to the Internet

I figure I am missing something small but I am trying to get my DNS records in the azure cloud to be seen by the rest of the internet and nothing I do allows that. I made sure to not create a private zone. And when I look up the records on the azure NS's they come back right. I need this for domain validation through Lets Encrypt and I know I am just missing something small.

Are you delegating your DNS zone to Azure DNS?

Could you please provide some more details on your setu[p & requirement?
