mails stuck at Edge queue

i have 4 exchange server working in Dag and 2 edge server , all mails stuck in edge queue and after restarting only one of them is working then stopped again

the error message :-

LED=451 4.4.395 target host responded with error->421 4.7.0 not allowed

Microsoft 365 and Office | Subscription, account, billing | For business | Other
