Please note from my original post that these are the steps that I have been following.
After I have completed all the steps, no file is created.

I am trying to export my "Contacts" folder in Windows.
I click "Export", choose CSV file, provide the file name for where I want the CSV file to go (e.g, C:\Users\username\Documents\Scratch\TEST.csv), and select the fields I want (name, email address, etc.).
I get the message "Your contacts have been exported in the new format you chose to the location you selected".
However nothing actually happened: the CSV file does not exist.
Any clues as to why this happens?

I do not use Outlook. I am using the "Export" button in the "Contacts" folder which contacts ".vcf" files (snapshot below).
So when you suggest "try to move it to different folder and give a try", what do you mean by "it"? The vcf files? I have tried designating two different folders for the output (CSV) file, and had the same issue.
Some updates:
I thought perhaps I needed to select the vcf files that I want exported. So I selected them, then repeated the process and had the same result (or non-result I should say).
I noticed in Windows Explorer under "Quick Access", the file I tried to create does appear. And when I hover over the icon, the desired location and filename show. But when I try to open it I get the message "Sorry, we couldn't find [filename]...".

Could you please let us know if you're trying to export contacts from Outlook? If yes, try to move it to different folder and give a try.
