Your question content seems to have 2 different questions.
Onedrive is different and PIN issue is different.
For the PIN issue, can you do the following:
Please open the Windows Recovery environment using the steps below:
Press and hold Shift+click the restart button on the lock screen to open recovery options. Click Advanced options>Troubleshoot.
If you are not able to reach the lock screen or start your computer, restart your PC two times when the boot screen is shown. On the third time, windows should open Windows Recovery automatically.
From there, select UEFI Firmware Settings.
There, please look for TPM/Security Chip/Intel PTT and clear it.
Save the changes and reboot.
See if you can setup the PIN again.
