0x80004023 python program error

Hi.

I made some python program for running other program.

The other program using tcl language so i bring tcl source from the program to python program

it ok to using tclsh which is tcl idle software. but when i running python program tclerror is occure

development tool : anaconda Spyder (python 3.9)

error : 0x80004023 {A Microsoft software installer error was encountered}

i need to fix this problem without initializing computer or formating computer.
