I am a beginner on Xamarin which makes me all the more frustrated with this problem. I have tried countless times to create an android emulator in Visual Studio and EACH TIME I get this same error. Please help me with this it has put all my learning on hold.

Then, open your visual studio installer, click more, select the repair. after repairing, create a new emulator with ADM
