Multiple OneDrive access problems

As of this morning, my personal OneDrive was not signing in. Twirly thing just kept spinning. I logged out, logged back in and changed password. It says all files are now synced, but also says "looking for changes" forever. Problems:

  1. Windows 10-Enterprise Laptop: I can't view my Microsoft account subscriptions. Account page says "We couldn't load your subscriptions. Refresh and we'll try again".
  2. All folders are in place, but they're all empty. No files inside any folders.
  3. Two files were not in a folder: I opened one and changed it (Excel spreadsheet), and it can only be saved locally. Warning at top of file says "Upload pending: Your changes were saved but could not be uploaded because the server is too busy."
  4. Can't view any folders or files in my web browser.
  5. On Android phone, I logged out and signed back in using new password, but no OneDrive files or folders are displayed, neither online or offline files. One Files tab, it says "This item can't be displayed. Check your network connection..."
  6. My Phone is not showing up in Connected Devices on my account page.

BTW: My business OneDrive account is working fine, no problems on either device, so it's not a WiFi connectivity issue; it's a problem with my personal Microsoft account..
